How to Start a Toothbrush Factory
A practical guide to setting up toothbrush manufacturing — machines, layout, process, investment, and regulatory steps.

1. Factory Planning & Scale
Before buying machines, define your production scale. A small entry-level toothbrush factory producing 300K–600K toothbrushes per month needs approximately 80 m² of production floor space and 2–3 operators. A mid-scale factory producing 1.2M–1.8M toothbrushes per month requires about 200 m² and 5–8 operators. A high-capacity operation producing 2.0M–2.5M toothbrushes per month needs 350 m² with 10–15 operators per shift.
Key planning decisions: manual toothbrushes only, or electric toothbrush heads too? Single color or dual color? Domestic market or export (CE certification required for EU)? These answers determine your machine configuration.
2. Machine Selection
A toothbrush factory requires four core machine types:
- CNC Tufting Machine (2–3 axis) — The primary production machine. 2-axis for flat-head toothbrushes, 3-axis for contoured and ergonomic designs. Look for HIWIN linear guides and Panasonic servo motors for reliability.
- Brush Drilling Machine — Prepares brush bodies by drilling anchor holes. Multi-spindle configurations available for higher throughput.
- Trimming & Flagging Machine — Trims bristles to uniform length and end-rounds the tips (critical for oral care — prevents gum irritation).
- Injection Molding Machine — Produces the plastic brush handles. PP and PE are standard materials.
Optional additions: dual-color tufting system for two-tone brushes, automated packaging line, and central SCADA monitoring system.
3. Production Process
The toothbrush manufacturing process flows through six sequential stations:
- Injection Molding — PP/PE granules are melted and injected into handle molds. Cycle time: ~15–25 seconds per handle.
- Drilling — CNC drilling machines create precise anchor holes in the brush head. Programmable patterns for any hole layout.
- Tufting — Filament bundles are implanted into the drilled holes. 2–3 axis CNC control for precise tuft placement and density.
- Trimming — Rotary blades cut bristles to uniform length. ±0.05mm repeatability ensures consistent brush face flatness.
- Flagging (End-Rounding) — Mechanical process rounds bristle tips to >95% acceptance rate. Essential for oral care products.
- Packaging — Automated counting, blister packing, or bulk packaging according to customer specifications.
4. Factory Layout Considerations
A well-designed toothbrush factory flows in a U-shape or straight line: raw material storage → injection molding → drilling → tufting → trimming/flagging → QC inspection → packaging → finished goods warehouse. Keep the tufting area climate-controlled (filament is hygroscopic and absorbs moisture). Allow 2.5–3m aisle width for material handling and maintenance access. Electrical: 380V 3-phase power for machines, with voltage customization available for different regions.
5. Investment Scope
Investment ranges vary significantly by production scale. An entry-level single-machine setup starts from approximately $25,000–$45,000 USD for a 2-axis tufting machine plus drilling and trimming equipment. A standard mid-scale line with 2–3 tufting machines, full drilling/trimming/flagging, and injection molding typically ranges from $80,000–$150,000 USD. A high-capacity turnkey line with 4+ tufting machines, dual-color capability, central control, and packaging integration ranges from $180,000–$350,000 USD. These are equipment-only ranges; building, utilities, raw materials, and working capital are additional.
6. Regulatory Requirements
For export markets: CE certification is required for EU market access (Machinery Directive 2006/42/EC). FDA registration may apply for toothbrushes sold in the US as medical devices (Class I). ISO 9001 quality management certification is recommended for international buyers. Our machines ship with CE Declaration of Conformity, full electrical schematics, and operator manuals — sufficient for most import and regulatory requirements.
